Centre for development of the East planning region
Centre for Development of East Planning Region (CDEPR) was established under the Law on Balanced Regional Development in May 2008. The headquarters of the Centre is in Local government unit with the largest number of inhabitants, in municipality of Shtip.

Centre for Development of East Planning Region includes (covers) 11 municipalities: Vinica, Delchevo, Zrnovci, Karbinci, Kochani, Makedonska Kamenica, Pehchevo, Probishtip, Cheshinovo-Obleshevo and Shtip and extends on an area of 3537 km2 ie it covers 14% of the territory of the Republic of Macedonia and has 181.858 inhabitants.

The Center is a legal entity that participates in the planning of regional development, the planning documents for regional development and is responsible for expert and administrative activities of the Council for Development of the Planning Region. It is dedicated to strengthening inter-municipal cooperation and promote the development possibilities of the region, cooperates with municipalities in the region and helps in providing expert and technical assistance in the preparation of their development programs, as well as associations of citizens in the preparation of projects for regional development. Its main task is to strengthen the capacity of networks in local and rural communities, the business sector, stimulating the development of local and regional level, strengthening the principle of public private partnership and action in order to raise the quality of life.

The preservation and development of the special identity of the planning region, recognition and development is the vision and purpose of the Centre for Development of the East Planning Region.

Council

Council for development of the planning regions is formed separately for each region.

Members of the Council for Development of the East Planning Region are the Mayors of the Local Self-Government Units within the region.

The Council is chaired by the President, who is elected from among the Mayors, for a term of 1 (one) year without the right to be re-elected in the current term.

The Council for development of the East planning region does the following functions:

  • Organises and coordinates the activities for following and appraising the implementation of the planning documents for regional development;
  • Adopts the Programme for development of the planning region, with previous approval from the National Council for balanced regional development;
  • Adopts the annual action plan for implementation of the Program for development of the planning region;
  • Establishes a list of project proposals for development of the planning region, annually; планскиот регион;
  • Delivers proposals to the Bureau for regional development for identification of areas with specific development needs in frame on the planning region, in accordance with criteria with article 7 of this Law;
  • Assures coordination of the activities of the units of local self-government, associations of citizens, governmental agencies and institutions within the region which are working on regional development;
  • Initiates coordination between the units of local self-government and partners from private and civil sector concerning regional development issues;
  • Promotes cross-border cooperation with regions from other countries based on common interest;
  • Performs other works in the area of regional development established by the Law;
  • Adopts annual report for implementation of the Programme for development of the planning region.

  • Participates in the preparation and implementation of the Program for development of the planning region and prepares a proposed action plan for implementation of the Program for development of the planning region;
  • Prepares, coordinates and implements projects for development of the planning region financed by domestic sources and donors, EU funds and Programs, other foreign and international sources and donors, international organization or international financial institution;
  • Participates in or manages project teams;
  • Encourages inter-municipal cooperation within the planning region;
  • Promotes the development possibilities of the planning region;
  • Establishes a database for all applied, approved and realized projects;
  • Provides professional and technical assistance to local self-government units in preparing their development programs;
  • Provides professional services to associations and other stakeholders for preparation of projects in the field of regional development

  • Participates in the preparation of the Draft-Rulebook for systematization of jobs in the Center for Development of the East Planning Region, as well as the amendments;
  • Prepares proposals for rulebooks, decisions, agreements and other general and individual acts in the field of labor relations and other acts within the competence of the Center;
  • Participates and assists in the implementation of the employment procedure;
  • Prepares and processes documentation related to human resources;
