Ensuring compliance with this principle is essential for candidate countries as they prepare to manage cohesion policy upon accession.

Interreg programmes provide the most suitable framework for candidate countries to develop and practise the Partnership Principle. These programmes offer a direct learning environment, enabling authorities and stakeholders to gain hands-on experience in multi-level governance and participatory approaches. As these practices must be fully integrated into national systems once countries become EU Member States, their early application through Interreg is of particular importance.

This study focuses on the functioning of the Partnership Principle in nine candidate countries—Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, Türkiye and Ukraine—based on their participation in selected Interreg programmes. It analyses how partnership arrangements are implemented in practice and identifies key challenges and opportunities.

In addition to providing recommendations addressed to the European Commission, managing authorities, Interreg programme bodies and national stakeholders, the study includes a detailed capacity gap assessment for each candidate country. It is complemented by a Good Practices Report, which presents transferable examples and guidance on how successful approaches can be adapted across different national contexts.

For candidate countries, the effective implementation of the Partnership Principle serves multiple purposes. It demonstrates readiness to comply with EU requirements for multi-level governance, contributes to building institutional capacity for future cohesion policy management, and supports inclusive decision-making processes aligned with EU values and standards

АAnnex I: Partnership Principle Enlargement (link for download: https://ec.europa.eu/regional_policy/sources/studies/strengthening-the-partnership-principle-in-eu-candidate-countries-through-interreg-programmes/Annex_I_Partnership_Principle_Enlargement.pdf)

Annex II: Good practices Partnership Principle Enlargement (link for download: https://ec.europa.eu/regional_policy/sources/studies/strengthening-the-partnership-principle-in-eu-candidate-countries-through-interreg-programmes/Annex_II_Good_practices_Partnership_Principle_Enlargement.pdf)

Setting up effective mechanisms for the functioning of the Partnership Principle in the implementation of EU shared management funds is a key requirement within accession negotiations under Chapter 22 on Regional Policy and Structural Instruments.
