UNDP MK in cooperation with the Bureau for Regional Development announces a call for applications for grants, within the project “Post-KOVID: municipalities as drivers for sustainable development.”
The overall goal of the project is to ensure regional and local development that is inclusive, gender-sensitive, evidence-based and fully meets the development needs of the most underdeveloped municipalities whose communities are most affected by the KOVID-19 pandemic.
The purpose of the call for projects is to strengthen the capacity of local self-government units by supporting innovative models of cooperation set out in the Law on Local Self-Government and / or existing legal forms of IMC as a tool for implementing regional development policy and improved service delivery to the citizens. Additionally, in order to support the announced improvement of the overall legal framework for IMC, through the establishment, operation and analysis of the achieved results of innovative IMC models, will contribute to the preparation of a comprehensive assessment of the possibility of expanding the existing number of IMC forms. as well as amendments to other relevant elements of the Law.
The call for inter-municipal cooperation projects will support the municipalities in the establishment and functioning of inter-municipal cooperation in the following areas:
- Financial management;
- Environmental Protection;
- Transport;
- Disaster risk reduction and
- other areas traditionally the subject of EU regional development policy.
Also, within this call, the municipalities can apply and will be supported to implement pilot projects related to gender equality and the problems identified in an inclusive and participatory way.
Special focus will be placed on innovations in the delivery of local services at the technological level, which will contribute to exploiting the opportunities created by digitalization and will raise inter-municipal cooperation and efficiency benefits to a new level. Additionally, innovative and traditional forms of inter-municipal cooperation will be supported in other areas that are under the jurisdiction of the local self-government units.
The duration of a project under this grant scheme is 9 (nine) months.
The total amount for this call is 350,000 USD.
Municipalities can submit grant applications for IMC projects in the amount of 30,000 to 50,000 USD (expressed in MKD). The financial resources that the selected LSGUs will receive within this call will be administratively managed by UNDP.

Applications are accepted no later than August 13, 2021, until 14:00.
In order to present in detail the operational guidelines and the application form, in the period from 19 to 23 July 2021, 8 info sessions will be held at the level of the planning regions.
