The United Nations Development Programme (UNDP) has launched a public call for expressions of interest for participation in the Regional Programme for Local Democracy in the Western Balkans 3 (ReLOaD3) for all municipalities that did not participate in the previous phases of the programme – ReLOaD1 and ReLOaD2. The programme will include 5 partner municipalities: 1 municipality will be selected through a direct call from the municipalities that were involved in ReLOaD1 and ReLOaD2, and the remaining 4 municipalities will be selected from the municipalities that did not participate in the previous phases of the ReLOaD programme.
The Regional Programme for Local Democracy in the Western Balkans 3 (ReLOaD3) announces a public call for municipalities to participate in the ReLOaD3 Programme, which is funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP). ReLOaD3 launched on 1 February 202525 and over the next 4 years aims to strengthen participatory democracy and EU integration in the Western Balkans by strengthening civil society for active participation in decision-making and improving the legal and financial environment for civil society organisations.
All municipalities that have not participated in the previous phases of the ReLOaD programme are invited to express their interest in participating in ReLOaD3. With this public call, 4 partner municipalities will be selected that will be supported in the further development of transparent financing of civil society organization projects.
Application submission and deadlines
The application requirements and criteria for selecting partner municipalities are described in the Guidelines for Applicants (Group 2). All documents, an integral part of the application, are attached and are also published on the website www.mk.undp.org. The call is open in the period from April 14 to May 14, 2025.
Information sessions for the public call will be held via the ZOOM platform on April 22 and April 30, 2025, and additional information about these sessions will be published on the above-mentioned website.
The application documentation should be submitted in one (1) original copy and one electronic copy (USB) in a sealed envelope by registered mail, courier service or in person to the following address with the following address:

The deadline for submitting applications is 14 May 2025, by 5:00 p.m. Applications submitted by mail should have a postmark confirming that the application was submitted before the official deadline. Applications submitted by other means (e.g. fax or email) or after the official deadline will not be considered.
For additional information or clarification, potential applicants may send a request with the subject “ReLOaD3 Project” to registry.mk@undp.org. Questions may be submitted up to five days before the application deadline. Answers to questions will be provided via email within three business days of receipt.
